Rules

The main regulatory act (“General Rules for Air Transportation”), which previously determined the requirements for the activities of airlines, was rather inaccurate. Some air carriers set rather strict standards, while others made indulgences. But on October 5, 2017, the Federal Law On Amendments to the Main Document was prepared (on November 5 it entered into force).

The law establishes the following types of tariffs for carriers:

  1. Returnable with luggage space.
  2. Non-refundable with baggage allowance.
  3. Non-refundable without free baggage allowance.

Luggage is understood as bags, boxes, suitcases, which the passenger checks in for storage in the luggage space, having previously weighed it during check-in.

So, the law establishes that the maximum weight of one piece of luggage is 30 kg (previously, a piece of luggage could weigh no more than 32 kg.). But this rate may vary depending on the fare at which the ticket was purchased. Let's say business class doesn't have the same restrictions as economy class.

According to the previous rules, each carrier could establish its own baggage rules. Now uniform standards have been introduced for all airlines in our country (with the exception of the Pobeda low-cost airline). In doing so, please note that provisions of the law apply only to Russian companies! Foreign organizations operate within the framework of the laws of their state.

It is allowed to divide all baggage by weight:

  • Up to 10 kg (free).

Moreover, the weight threshold at which baggage transportation is free of charge is valid for all campaigns (previously, each company independently set this rate). So the carrier is obliged to provide you with a compartment designed for 10 kg, even if your luggage weighs less. However, this is the minimum allowable weight: the air carrier itself can increase the upper limit in the tariff.

  • 10-30 kg.

In this case, the airline independently determines some of the nuances: you should first familiarize yourself with the weight of baggage allowed according to the selected flight fare. The upper limit can also be set independently (for example, 20, 22, etc., but not exceeding 30 kg).

  • More than 30 kg.

All suitcases and bags exceeding 30 kg and the established dimensions are recognized as heavy cargo. You will also have to pay extra for extra pounds, but at special rates designed for heavy loads. The price is also set by the company.

The new rules retain the right to combine the things of two or more passengers into one piece of baggage (to do this, you need to put all things in one suitcase or box). It also should not be more than 30 kg.

How much does an overage cost?

What changed?

Prior to the entry into force of the new version of the Federal Aviation Regulations (FAR) on November 5, a passenger had the right to free transportation of at least 10 kg of baggage for both returnable and non-refundable tickets. Now passengers can carry at least 5 kg of hand luggage per person free of charge on board the aircraft, and the free baggage allowance, if included in the fare, is set at least 10 kg per person. At the same time, at the request of the carrier, the baggage allowance can be increased.

The amendments also establish three types of fares for air tickets: a non-refundable ticket without baggage allowance, a non-refundable ticket with baggage and a refundable ticket with baggage weighing from 10 to 30 kg. At the same time, the weight of the luggage of passengers who fly together can be summed up, but in total the weight of one piece cannot exceed 30 kg.

The changes also expand the list of things carried in excess of hand luggage. At no additional charge, passengers can still carry handbags, men's briefcases, briefcases, outerwear, baby food and prams, a bouquet of flowers, crutches, walkers, canes, folding wheelchairs that allow them to be safely placed on a shelf above the seat or under the seat in front of the seat. At the same time, if crutches, canes, walkers, folding wheelchairs cannot be safely placed on a shelf above the seat or under the seat, they are checked in as checked baggage according to the new rules without charging an additional fee.

According to the new rules, the backpack is included in the list of personal belongings, so it can be taken on board in addition to hand luggage. Medications and items purchased from Duty Free stores have also been added to the list of personal belongings. However, the Transport Ministry instructed carriers to determine the allowances for carrying on board packages with purchases from Duty Free stores.

Now only the flight itself and hand luggage are included in the standard Pobeda fare. Passengers can carry into the cabin without additional charge any things that do not contradict the FAR and fit into the calibrator, the dimensions of which are 36x30x27 cm. In addition to weight, baggage may exceed the norm in terms of dimensions, including the sum of 3 dimensions (length + height + width). This baggage includes:

  • large household appliances.

The maximum dimensions of checked baggage for all classes must be 158 cm.

For the transportation of oversized cargo, a preliminary agreement with the airline is required. On the day of departure, it is recommended to arrive at the airport in advance, since it takes more time to check in such cargo.

On July 20, the State Duma in the 3rd reading adopted amendments to the Air Code proposed by the Ministry of Transport, giving airlines the privilege to independently decide whether to make luggage on the plane free of charge. The discussion about the amendments was fierce, the senators were not shy about harsh expressions, and the head of the Federation Council, V. Matvienko, called the proposal of the Ministry of Transport "nonsense." But, obviously, the lobby of Aeroflot and other airlines turned out to be stronger - soon all owners of non-refundable air tickets will be forced to pay for luggage.

Prior to 2013, the rules for carrying luggage on an airplane were so simple that a person who was going to the airport knew exactly whether he would have to pay extra for personal items. The passenger was allowed to take on board up to 10 kg - this is luggage plus hand luggage. Things related to hand luggage were allowed to be taken into the cabin - a detailed list of these things appeared in the Air Code and continues to appear. Baggage and hand luggage had to comply with the dimensions specified in the rules, but no one walked with a ruler - in case of a slight excess, they turned a blind eye to this.

It is worth noting that 10 kg was the minimum. If desired, the airlines could offer more generous rates - and they did. In particular, Aeroflot allowed passengers to take 10 kg of hand luggage and 23 kg of luggage with them.

What happened?

On the ashes of the Dobrolyot low-cost airline that collapsed under the pressure of Western sanctions, another one emerged - Pobeda, whose managers turned out to be more enterprising. It occurred to them to carefully delve into the Air Code and find new legal ways to tear off three skins from a passenger. They found that the laws did not really say anything about the weight norms for hand luggage and luggage. As a result, Pobeda allows you to bring on board free of charge only those things that the Air Code calls necessarily free - these are, for example, photographic equipment, laptops, handbags. For everything else (including duty-free products), the passenger has to pay. And we are not talking about trifling sums - the cost of carrying luggage on a Pobeda plane sometimes approaches the cost of the ticket itself.

“Luggage cases” is not the only thing that “distinguished” Pobeda. Passengers were much more outraged by the fact that the company deliberately seated those families who did not pay extra for the opportunity to choose seats.

The Pobeda Company revealed problem areas in the legislation. It became obvious that the rules for carrying luggage on an airplane need to be reviewed and changed - and, above all, it is necessary to establish by law how many kilograms of luggage a citizen can take with him on board an air transport.

After fierce discussions, legislators came to the following.

    Airlines are required to allow holders of non-refundable tickets to carry on the plane for free at least 5 kg of hand luggage plus items that appear on the list from the Order of the Ministry of Transport of Russia No. 82 dated 06/28/2007. These things include, say, cell phones, umbrellas, baby cradles, crutches.

    According to the new rules, airlines can set the price of baggage on an airplane in 2017 on their own - just like the weight limits for transportation. This actually means that passengers with non-refundable tickets should forget about 10 free kilograms. It is unlikely that carriers will miss the opportunity to make money on suitcases - the abolition of free baggage on airplanes can be considered a fait accompli.

    Refundable ticket holders need not worry - the new rules do not affect them in any way.

Refundable vs non-refundable tickets: what's the difference?

Air tickets began to be classified into returnable and non-refundable in 2014. Non-refundable tickets can only be returned if there is a good reason - for example, if one of the relatives has died - or if, due to the fault of the carrier, the plane did not take off on time. At the same time, the citizen must indicate the desire to return the ticket before the boarding of the flight is completed - this is stated in article 108 of the Air Code.

A return ticket can be returned without a good reason - moreover, a citizen does not have to report the reason. According to Art. 107 of the Air Code, the airline returns 75% of the ticket price to the citizen - the "quarter" is collected as a penalty.

Refundable tickets cost an average of 20% more than non-refundable ones!

When will the amendments take effect and how much will I have to pay for luggage?

The Airline Baggage Act of 2017 will take effect 60 days after its official publication, i.e. from mid-autumn 2017. The Russians still have the opportunity to fly on vacation to warmer climes “according to the old rules” - counting on 10 kg of luggage free of charge.

After the entry into force of the law, passengers with non-refundable tickets will have to pay approximately 2,000 rubles for a suitcase weighing up to 23 kg. The exact cost of baggage transportation will be set by carriers privately. Cashiers are obligated to tell the citizen the price when selling a ticket - so that when checking in luggage, the passenger does not have to face an unpleasant surprise.

Will tickets get cheaper?

Low-cost airlines, defending their right to independently set the cost of transporting luggage, nodded to foreign countries - they say, "over the hill" the state does not get into the aviation business at all and does the right thing. At the same time, lobbyists kept silent about the following: in the countries of civilized Europe, air transport services are much cheaper. A ticket can be purchased for 10 euros - and this is only 700 rubles for a second.

Now ordinary citizens, trying to find at least some benefit for themselves from controversial legislative initiatives, are asking a noteworthy question: will air transport in Russia become more accessible? Both legislators and airlines prefer to dodge this issue so far - but tourism experts are actively speaking out. For example, A. Sizintsev, director of the Biletix service, claims that citizens flying without luggage will really be able to save money - there are only a few such passengers! Who would refuse the opportunity to take a change of clothes and clean linen with them on a trip?

Experts are unanimous in their opinion that the majority of citizens using air transport services, from amending the aviation legislation of the Russian Federation suffer financially.

Can you carry alcohol on a plane under the new rules?

The rules for transporting alcohol in the baggage of an aircraft in 2017 have not changed dramatically - the rules depend on where you are flying. Weak alcohol (with an alcohol content of up to 24%) can be taken on board in unlimited quantities. The maximum norm of strong drinks (over 24%) per citizen is 5 liters.
