Check if you can fly abroad. How to find out about your debts before flying abroad

Russian travelers still spend most of their holidays at home, but a fairly large number decide to spend their short vacation, received once a year with foreign comfort. And such travel for a significant part is still rather a luxury that they can afford at best once a year. That is why many Russian travelers who wish to travel outside the borders of their native state so often ask themselves the question "how to find out if they will let me out of the country's borders." And this really should be taken seriously, especially since there are ways to find out the answer to this question and get the relevant information.

When wondering if they will let me go abroad, a Russian citizen, first of all, should find out if he has unpaid debts, because. First of all, the restriction on the right to leave the country concerns precisely this category of citizens - debtors.

There are other cases of a ban on crossing the state border on the way from Russia, but they are exceptional (for example, being put on the wanted list in a criminal case, having access to information of particular importance, etc.). Therefore, information will be considered below on exactly how to find out if they will let me go abroad, in terms of the presence or absence of restrictions due to debt.

So, the restriction of the right of a Russian citizen to travel outside the country is provided for by the legislation regulating the issues of enforcement proceedings (the process of collecting debt obligations). And such a restriction can be set only if the following conditions are met:

  • The decision is made by the competent authority.
  • A ban can only be imposed if there is a decision of a judicial authority.
  • Unpaid obligations of a citizen amount to at least 10 thousand rubles. or he is entrusted with an obligation not related to monetary payments (for example, to vacate the premises, remove an obstacle to use, return the thing, etc.).
  • The person refused to pay the amount or otherwise voluntarily comply with the court decision.

Only in this case, the specified restrictions can be imposed on him, although in practice there are situations when a citizen finds out that it is impossible to leave the country right at the airport in the absence of actual debt (an incompetent employee did not cancel the relevant decision in time), in the absence of a court decision, etc. .

Who can be banned

Based on the provisions of the above legislation, the ban may affect not only ordinary citizens due to their private debts, but also private entrepreneurs whose debts have been formed in connection with their activities to generate profit.

At the same time, some citizens are afraid that employees (or the head) of the organization in respect of which enforcement proceedings are being conducted to collect the debt will be released abroad. The Supreme Court (in the decision of the Plenum) gave an unambiguous answer to this question, indicating that neither the employees nor the management of the company can be held liable for the debts of the company, and therefore they cannot be subjected to any obstacles related to movement (including outside states).

How is the debt amount calculated?

In order to find out in advance whether they will let me through the passport control through the border, first of all, you need to know if a person has a debt, the amount of which exceeds 10 thousand rubles. This does not apply to non-executed decisions of courts of a non-property nature, t.to. if they exist, in any case, a ban can be imposed.

In practice, everything is not as simple as it seems at first glance. The decision of the Plenum of the Supreme Court of our country mentioned above indicates that, according to the norms of the law, a ban can be imposed on citizens whose total unpaid debt, according to court decisions, exceeds 10 thousand rubles. This means that if there are 3 cases in the bailiff's proceedings, for each of which the Russian owes 4 thousand rubles. (for example, tax payments to the budget), then this official may prohibit the exit of such a citizen from the country.

Who imposes the ban

There are various options for imposing restrictions on travel outside the Russian Federation. These include:

  • By a decision of the bailiff on his own initiative, if there is a case in his proceedings initiated on the basis of a court decision.
  • By the decision of the same official, at the initiative of the recoverer, who achieved a positive court decision to award him a payment for a long time.
  • A judicial act if the debt is collected from a citizen not on the basis of a court decision (but, for example, on the basis of acts of tax authorities).

In the latter case, the bailiff must apply to the court in order for it to establish a ban by judicial act. At the same time, this appeal occurs at the initiative of the bailiff, and by no means can always be implemented by him.

How to find out if there is a ban

In practice, there are several ways to find out if a citizen will be released abroad. Of course, from a theoretical point of view, a Russian must certainly be aware of the existence of such a restriction in relation to him. But in reality, there are times when he learns about the prohibition of exit only when passing through passport control. This fact leads not only to a spoiled mood, but also to a disrupted vacation.

In this regard, it is recommended, on the eve of any crossing of the Russian border in the direction of a foreign state, to find out about the presence or absence of any debt or unfulfilled obligation imposed by the court. Below are options on how to check for debt (or lack of it):

  • Through a personal visit to the department of bailiffs at the place of registration of a person.
  • On the website of the bailiff service.
  • In the personal account of the Internet portal of public services, using the corresponding service.

It is important to note that information directly about the existence of a ban (i.e., a bailiff’s issued order or a court decision) can only be found out at a personal reception in this service. In all other cases, the citizen will only be provided with information about the existence of enforcement proceedings against him, from which he himself will be able to conclude that there may be restrictions on exit.

How to find out on the Internet

The most convenient way to check whether there are restrictions on leaving the Russian Federation is to send a corresponding request online. But even here there are options, because. You can get this information:

  • With the help of a special service on the bailiff service website.
  • By resorting to a public service to provide information on the presence or absence of debt.

Let us consider in more detail the algorithm of action in each of these cases. The fastest and easiest way to find out if a citizen has any outstanding obligations under the line of bailiffs is the official Internet resource of this service. To get information you need:

  • In any search engine send a request "FSSP".
  • Go to the service site that is most likely to be the first in the list of results.
  • On its main page at the top there is a form, by filling out which, you can get the information of interest.
  • In the top line, enter the last name and first name for an ordinary citizen or the number in the format of the form (indicated in itself) for an entrepreneur.
  • In the bottom line, select the region where the citizen lives.
  • After clicking the "Find" button, a captcha window will appear (a set of characters that must be entered from the keyboard).
  • In the results that appear, find your last name or detect its absence.

To receive the service, you must have a personal account in the system of electronic public services. If it is available, then in the search you should type the name of the service for providing information or body. You can get it by following simple prompts on the site itself. But the term for obtaining the results will be, as a general rule, 17 days. It is advisable to resort to this method only if it is necessary to obtain an official document on the absence of enforcement proceedings against a particular person.

Thus, if there are plans to go abroad, it is advisable to clarify in advance whether this person has any debts from the bailiffs. The most optimal way for this is the official website of this very service.

Non-departure.rf - how to check debts before traveling abroad, is there a ban on departure or not

In anticipation of a vacation, a person tends to think only about pleasant things. Especially if you have a long-awaited trip abroad. After checking the list of necessary things and documents for the hundredth time, you are preparing to board the plane. And suddenly, right at the airport, you find out that customs officers forbid you to leave the Russian Federation.

Why are they not released abroad?

The situation when the departure from the country is closed to the Russians is quite common. Russia has categoriescitizens who, according to existing legislation, cannot leave the Russian Federation:

  • military personnel;
  • FSB officers;
  • persons having access to information of national importance;
  • convicted and accused under investigation.

If you do not belong to any of the listed categories, non-release abroad is the result of a banal reason: hefty debt.

Preparing for the trip, you forgot about the most important thing: check debts before flying abroad. And now it is useless to run around in search of an ATM or use the Internet to pay off unpaid loans or mortgages on the spot. You are already blacklisted. Border guards are not interested in receipts of payment, they are guided by the register of debtors. The travel restriction will be lifted in 2-3 weeks when the database is updated. Information about the repayment of the debt must first reach the bailiffs. Those, in turn, transmit updated data to the border point.

Therefore, in order to avoid an unpleasant situation, you should know reasons why they are not allowed to go abroad:

  • multi-month debts on housing and communal services;
  • overdue loan;
  • unpaid traffic police fines;
  • evasion of payment of alimony;
  • problems with litigation.

But even a law-abiding citizen is not immune from such a situation. You may not be released because of a loan if the borrower owes the bank and you are the guarantor. It happens that a person is officially registered in the living space of relatives, but lives in another place. If the owners are listed as malicious defaulters, he is obliged to pay off his debts on an equal basis with the owners. When the amount of debt reaches a critical level, a resident of a “bad apartment” will not be able to fly abroad, and his foreign vacation will end at the airport.

What the law says

It is important to know under what conditions their countries may not let you out. In 2018 there were changes in the legislation:

  1. Critical debt threshold raised from 10,000 to 30,000 rubles.
  2. A court order to collect the debt is required.

The new conditions mean that the migration service has no right to restrict the freedom of movement of debtors if the bailiff has not sent information about enforcement proceedings. The procedure for civil servants is as follows:

  1. You have debts for alimony, utility bills, taxes, fines, etc.
  2. Representatives of an organization or a bank have grounds for taking the case to court.
  3. The court makes a decision on the recovery of the debt and transfers it to the bailiffs.
  4. If the total amount of the debt is more than 30,000 rubles, the bailiff has the right to limit the departure of the debtor. He draws up documents for a ban on leaving the country and sends them to the border checkpoint of the FSB.
  5. Your name appears on the list of debtors, you are checked upon departure, you are not allowed to leave the country.

The new rules have made life easier for debtors. In the event that the amount of the ban is lower than the accumulated debts, no claims will arise against you.

You can fly abroad even with unpaid taxes and even if you have a loan, provided that no one has yet sued you.

It’s another matter if the court issued a ruling, but you don’t know about it yet, or refuse to pay for personal reasons. In both cases, an unpleasant surprise awaits the offender at the airport. How to check and, if possible, cancel the ban?

The decision to restrict departure is made by the bailiff. But, even having a court decision in hand, he does not always open a case on proceedings.

Who is forewarned is forearmed

How to know if you can be banned from flying abroad, which you decided to check just before the trip?

  1. The easiest way to check whether they will be released abroad is to personally visit the FMS authorities. After standing in line and filling out a request, you will find out from your passport whether there is a travel ban.
  2. Another way to check your status is to go online to the State Services website, where you can easily find out about debts by last name. By opening the "Services" tab, you can quickly see the status of payments and the amount of debt today. Searching for data via the Internet takes a few minutes.
  3. To check a person, to find out how things are with tax debt, the Internet resource of the Federal Tax Service will help, where you should look at the necessary information in the section “Find out your debt”.
  4. Where to check your status, if not on the FSSP website? Here you can learn first-hand about the travel ban, indicating the region, surname and date of birth. Send a request for processing, and wait for a report within 2 weeks.
  5. How to find out if the border is closed for debts, if the deadlines are running out, and the burning ticket is not waiting? Check the presence of debts will help the service "Non-departure". The user instantly receives information, here he pays the debt and open a trip abroad online.

There are situations when you know about existing debts, but there is no such information on the FSSP website. Don't relax. It is possible that your case will be transferred later. And in order to avoid trouble at customs and check in a matter of minutes whether you have an exit status or not, go to the Nevylet.rf website.

About the service Nevylet.rf

How do I know if they will let me go abroad? Users are trying to find the answer to this question on a variety of services where information is offered for free. As they open one site after another, they do the math, figuring out which debts need to be paid off urgently and which monetary obligations can wait.

The algorithm of actions is as follows:

  1. Come to the main page.
  2. Fill in the fields, indicating the surname, name, passport data, e-mail address.
  3. Check the box to agree to the agreement.
  4. You pay 299 rubles.
  5. Waiting for information about the probability of departure.

Next, you get a diagram with debt analysis and explanation. Without debt, you fly anywhere. The chance of a successful departure remains high if the debts are small.

After processing the information received, the service provides a list that includes the composition of the debts, the numbers and dates of the decision, the amount and recommendations for payment. First of all, you should pay off legal debts, then pay critical fines so that the total amount does not exceed 30 thousand rubles.

The debt must be paid at least 2 weeks before the expected departure. This is how long it takes to update the database at customs.

Payment is made by VISA, Mastercard or via QIWI wallet.

Do you need insurance?

Travel insurance has become a mandatory attribute of foreign travel. And if health insurance when buying air tickets is mandatory, overseas travel insurance made voluntarily. Whether such a security measure is necessary, each passenger decides for himself. Nobody wants to overpay, but many passengers simply do not know what this procedure personally gives them, what are its functions, and therefore whether it is worth spending extra money.

So, what does travel cancellation insurance cover, and how much does the service cost? Each company sets its own prices. Usually it is 6-10% of the ticket price or 1-5% of the tour price.

For example, Aeroflot offers to buy a ticket in one package with insurance from Alfastrakhovanie. In return, the passenger receives a monetary compensation in case of non-departure due to illness, death of a relative, refusal to obtain a visa, subpoena.

But if the reason for non-departure is debts, the funds spent cannot be returned. Your money will be burned, since the debt discovered upon departure does not apply to insured events.

Departure through a neighboring state

Enterprising travelers, even aware of their debts, do not lose hope of spending their holidays abroad. To do this, they make a complex route, choosing as a point of departure places where there are no border controls.

Until recently Belarus was such a place. But since 2018, an agreement has been signed between the Russian Federation and the Republic of Belarus prohibiting leaving with a debt of more than 30 thousand. To date loophole opened through Kazakhstan, but there is no guarantee that it will not be covered in the near future.

Holders of a Schengen visa can travel from Russia through Kaliningrad to Vilnius, and from there to any country in Europe. It's hardly worth the risk. In order not to overshadow the long-awaited vacation, take a look at the Nevylet.RF website, pay your debts, if any, and fly towards new experiences.

The question is, " how to find out debt before going abroad” sounds more and more often in the tourist communities. The imagination paints a terrible picture: the long-awaited vacation has come, the tickets have been bought, the plane is about to take off, and they don’t let you out, forcing you to deal with some unpaid debts…

Let's see how the situation really is and what measures need to be taken in order to sleep peacefully.
First, as usual, we look at the source, that is, legislation. Article 15 of the Federal Law of August 15, 1996 N 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation” reads as follows:

Article 15. The right of a citizen of the Russian Federation to leave the Russian Federation may be temporarily restricted in cases where he:

5) evades the fulfillment of obligations imposed on him by the court - until the fulfillment of obligations or until an agreement is reached by the parties;

That is you can only be banned from leaving if you do not comply with a court order. A court must go through, at which you must be present, and which will decide that you must pay off a certain amount of debt. The execution of this court decision is monitored by the federal bailiff service (FSSP), which, in case of non-payment by you within a certain period, can also use the extreme measure of “ban on traveling abroad”.

And just the presence of some unpaid fine, which you know about or not, is not, by law, an obstacle to your overseas vacation. Therefore scary stories that " Ivanych was not released to Turkey because he had not yet paid a hundred-ruble traffic police fine' are somewhat exaggerated.
Although there is some reason for them: the traffic police has the right, as an administrative penalty, to transfer information about debtors to the FSSP. And if, in turn, the bailiff cannot contact you to resolve the issue, then he already chooses “exit ban” as a preventive measure.
But even here there are some concessions for citizens: travel can be limited only if your debt in fines and alimony exceeds 10,000 rubles (as amended in July 2013).
Recall that 70 days are given to pay the traffic police fine from the date of the decision (10 days to appeal, 60 days to pay), and only after that certain measures can be taken against the debtors.

However, even if you are sure that you are "clear before the law", there may still be a small chance that you are "on the travel list". This happens in cases where you live in one region, but are registered in another, at the place of registration you have some debts and a court was held at which you were not present. In this case, it is likely that bailiffs may restrict your travel abroad as a debtor.

How to find out about enforcement proceedings from bailiffs

You can find out about the available enforcement proceedings against you directly on the website Federal bailiff service.
We open the page of the Information system with a database of enforcement proceedings http://www.fssprus.ru/iss/ip/, select your region, enter your full name.
The program will show all the results found: the name of the debtor, the number of enforcement proceedings, the subject of execution. There is also a payment service here: you can pay off the debt with electronic money or print a receipt for payment at the bank.

Unfortunately, the objective reality does not always meet our expectations: public databases may not be updated as often as we would like. Therefore, if you have the slightest suspicion that a debt may exist, a more reliable way to find out about it is to check the data that the border guard himself will look into.
This can be done by personally talking with the bailiff by phone. You can find the phone number of your city or district on the already mentioned FSSP website or by opening the reference website of your locality.

How to find out the debt (traffic police fines, taxes, etc.)

If you just need to find out if you owe something to your beloved state, you can do this in the following ways.

1. The first way to find out the debt before going abroad is to open http://www.gosuslugi.ru/ (the full name is the Unified Portal of State and Municipal Services).
To use the portal, you must be registered on the site. Unfortunately, you won’t be able to register instantly - a complex unified identity verification has been introduced. Therefore, this method of control is suitable if you still have time before the trip.

After entering your data for the first time, you need to confirm registration by entering a code that can only be received by mail (and this is at least a week before receipt) or in person at the Rostelecom Center, which are not available in every city.
If you are determined to register on the State Services portal (in order not only to find out the debt before leaving, but also to continue to use the opportunities it provides without any problems), then be prepared to enter, in addition to your full name, date of birth and address, also the TIN and SNILS number. All stages of registration are described in detail on the website.
For registered users, all information is available in the Personal Account: whether enforcement proceedings are being carried out against you, if there are restrictions (fines) imposed.

2. The next way is http://www.nalog.ru/, service "Find out your debt" https://service.nalog.ru/debt/index.do

Here you need to enter your full name and TIN. The system shows existing tax debts, for example for transport tax. In case you owe something, several payment methods are offered (methods are not the most convenient - through some banks). Of the most accessible methods, the possibility of paying from a mobile phone through the Tauride Bank or through the online banking of Sberbank was noticed.

And finally - about insurance. It is required for any trip.
Read the article and be sure to look at the end of the article recommendations for additional conditions that can be included. Including - relief from terrorist attacks or natural disasters(this is not included in regular insurance).

There are several ways to check the travel ban. You have received a foreign passport, but it turns out that you cannot leave the country, because you had financial problems earlier, and most likely these obligations have not been fulfilled so far.

It can also happen that you are standing with a purchased ticket, and the border guard informs you that you are not going anywhere.

All this is quite unpleasant, and in order not to be stopped at the border, you need to know for sure whether I am traveling abroad? It is necessary to check this moment before leaving the territory of the state. How to do this - this is our article.

In contact with

Possible reasons

There are many reasons why you might be on this list.

If some citizens understand exactly that they did not pay for the services provided, then others did not even think that they were on the "black" lists.

According to the law, restrictions may be imposed on a person in the following cases:

  1. If you work with documents classified as "secret", then traveling abroad is prohibited. Even the usual service as a detective, forbids leaving the country. Such a restriction is not imposed for life. It is removed five years after the dismissal from the bodies or organization.
  2. Soldiers serving in the internal forces of the Russian Federation.
  3. A person who is under investigation or who has a written undertaking not to leave until the completion of the investigation. Even an outstanding conviction will not allow you to leave the country.
  4. Debtors are generally a separate category of citizens, whose restriction on traveling abroad can be imposed for an outstanding loan, alimony. Traveling abroad with debts is completely closed, you need to check all outstanding loans and receipts in advance. And even if you have a document in your hands that confirms that you owe nothing to anyone, then as long as your full name is in the database, you will not be released.

The reason for the ban on traveling abroad can even be bills to housing and communal services. Fines not paid to the traffic police also set a limit on vacation abroad.

Note: in order not to stay at the border and not spend money just like that, you can go to the site not flying.rf and check information about your debts. This is a paid service, the cost is about 300 rubles.

Please note that if you owe a certain amount to one of the organizations listed, this may mean that you will not fly anywhere. The restriction can only be set by the authorized body. Let's consider everything step by step.

Court statement

Let's take a situation as an example. You took a loan from a bank, but you could not pay it off. Bank employees call you, write letters, hoping that a miracle will happen and you will return everything.

But the bank's hopes remained hopes, and bank employees have no choice but to go to court. After considering the case, the judge makes a decision on the payment of the amount of the debt, but you did not pay, and do not pay.

The applicant turns to the bailiffs, as the voluntary repayment of the debt did not happen.

Bailiffs

After the documents from the court are handed over to the bailiffs, they cannot immediately establish a restriction. The debt collection procedure involves certain steps that all authorities must follow.

So, the bailiff received material about the debt. Further, he is obliged to notify the debtor that he retained the right to voluntarily pay off the debt. This is done in writing.

After receiving the notice, the debtor must pay off the creditor within five days. If this does not happen, then the necessary measure is the seizure of property, accounts and restrictions on travel abroad.

In case of seizure, the document is prepared in triplicate and sent to the border service, the federal migration service and the debtor himself.

Good to know: seizure of property, accounts or a trip abroad can be imposed if the amount of debt is more than 10 thousand rubles.

Border Service

After an arrest was made for traveling abroad, the information is transferred to the Border Guard Service. When crossing the border, Border Guard officers will not let you out.

Take into account: even if you have everything paid for, and the border guards have not received confirmation of this, the trip abroad will be canceled.

Prohibition of travel abroad for Russians - check

After an arrest has been made on your departure, the bailiff must notify you of this in writing.

Most often, a letter is sent by mail of the Russian Federation. But given how mail works, the letter may not reach you, and you will not even know that the restriction has been imposed.

That is why you need to know how you can check whether there is an arrest or not.

This can be done on various services, depending on who imposed it.

Verification of the ban imposed by bailiffs

In order to check the bailiffs' ban, just go to the bailiffs website http://fssprus.ru, select the region in which you live, enter your full name and date of birth.

If a page opens on the site indicating that legal proceedings have been initiated against you, then in this case you can think about the fact that you have a travel ban. If you are not in the search engine, then in this case the bailiffs will not deal with you.

On the main page of the site, you can use the advanced search. Here, be more careful, the system will give out all the namesakes that are in the system, pay attention to the name and patronymic, and date of birth.

Even if there is information that you are a debtor, this does not mean that a restriction has been imposed on you. In order to clarify all the information on judicial proceedings, you can use the interactive assistant on the website. Here you can ask a question that interests you, to which you will receive a qualified answer.

In order to make sure whether there is a ban or not, you need to contact the bailiffs by visiting them at the place of work. During the conversation, you can resolve the issue of the possibility of not being included in the ban list.

tax service

Like any other body, this service has the right to impose a ban on traveling abroad.

In order to find out if there is a debt on debts, use the tax website - https://www.nalog.ru/rn77/.

Note: to gain access to your personal account, you must contact the authority itself and obtain a username and password. The data is provided only to the client who came in person with a passport.

After you have entered the personal account, you must select the "Overpayment / debt" tab. This section will display tax debts that you have not paid before.

The tax authority itself cannot impose a ban. They also transfer all the data to the bailiffs, and they, in turn, work with debtors. If the site displays information about tax arrears, then you need to resolve this problem before the trip.

How to check the ban on leaving Russia

The most convenient site that you can use is https://www.gosuslugi.ru/. On this site you can find out whether there is enforcement proceedings, tax debts. Even traffic police fines are displayed on this site.

Checking the travel ban online is as easy as shelling pears. All information about the debt is located on the start page of the State Service, as this is the most requested request, which is most often entered by users.

Prohibition to travel abroad - check with the Federal Migration Service

To check whether there is a ban or not, through the Border Guard Service is not the most suitable option.

Since the border service will announce the information about the ban to you only at the border and send you home.

But in this case, no one will compensate you for the costs of tickets, for a visa.

It will be possible to withdraw your money only if you can prove that you were not notified of the ban. And the only way to do that is to go to court!

Before the trip, you need to find out if there are restrictions on traveling abroad, check them and try to remove them.

Everyone is well aware that we are still talking about debt. In order to avoid the restriction or remove it, you need to pay all loans, receipts, alimony and other debts.

On the website of the bailiffs, you can find out the exact amount that needs to be paid.

Once funds are received, all restrictions will be lifted.

Consider: The bailiff will not immediately be able to see that you have paid everything, so contact him and inform about the payment.

In order not to puzzle over the question of how to find out if traveling abroad is allowed when taking on credit obligations, remember that debts must be paid.

ATTENTION TO GOING ABROAD!!!

1. Information from 24.07.2013

The Inspectorate of the Federal Tax Service of Russia strongly recommends using Internet services before traveling abroad "", " ", "Pay your taxes".
Internet services are posted on the site .

Important news for everyone who is just going on vacation and wants to spend it abroad. Now,if the amount of your debt on mandatory payments, i.e. taxes, fines, alimony, loans and borrowings (including from individuals), payment for housing and communal services, etc., does not exceed 10 thousand rubles, there should not be any problems with this when passing through passport control.
On July 23, 2013, the President signed the relevant amendments to the law "On Enforcement Proceedings". Previously, bailiffs had the right to temporarily restrict the debtor from leaving Russia, regardless of the size of the debt, and this sometimes led to the fact that a fine of several hundred rubles was the cause of a disrupted vacation.
By the way, the published document is intended to solve another problem - when, due to the coincidence of the last name, first name, patronymic and date of birth, people who did not have any debts had problems with leaving. Now the place of birth will also be indicated in the data bank about debtors.

The bailiff can restrict the departure of Russian debtors abroad during the execution of a court decision on debt collection. In addition, citizens who have not paid fines can be entered in the register of people not allowed to travel abroad directly by a court decision on the application of administrative bodies (traffic police, tax service, etc.). In both cases, information about the debtor enters the base of the FSB border service and remains indatabase of enforcement proceedings of the FSSP .

2. Information from 20.08.2014 ( )

The ban on traveling abroad has become an effective way to deal with bad debtors. In Moscow alone, in the first 6 months of 2014, about 30,000 orders were issued to temporarily restrict the exit of this category of offenders. And in 2013, thanks to this measure, 430 million rubles were recovered from debtors throughout Russia.

Who is considered a debtor?
To be considered a debtor, it is enough to have a debt of 10 thousand rubles. This may be a loan debt, overdue utility bills, alimony, unpaid fines, duties, etc.
However, in order to fall into the category of “not allowed to travel abroad”, a debt of 10,000 rubles alone is not enough. There must be a court decision that opens enforcement proceedings to collect your debts, transfers your case to the bailiff service.
Bailiffs are required to notify the debtor of the need to pay off the debt 10 days before the decision is made to temporarily restrict travel abroad. And only if he did not take any measures to pay off the resulting debt, he is included in the "black list" of the migration service.
It is important to know that often bailiffs, for various reasons, cannot inform the debtor about the sanctions that threaten him, for example, if the debtor does not live at the place of registration. In this case, being on the list of “travel restrictions” may already be found at the airport when flying to a foreign resort and become unpleasant surprise.

You can find out about the existence of a debt that may prevent you from traveling abroad online on the website Federal bailiff service .

How to remove the ban on traveling abroad?
There is only one way to remove a temporary ban on traveling abroad - by paying off existing debts. It's unlikely to be done in one day. Even if you have paid for everything, changes in the database may take some time. Therefore, for an urgent trip abroad, it is better to present a paid receipt to the FSSP and receive a Resolution on the abolition of the temporary restriction on the debtor's departure from the Russian Federation. When traveling abroad, it is better to have this decision with you.
