4. Transportation of sports equipment

5. Transportation of musical instruments

On Rossiya Airlines flights, musical instruments are transported both in the baggage compartment and in the passenger cabin.

In the passenger compartment:

  • as hand luggage. A musical instrument, issued in the cabin of an aircraft, must comply with the weight restrictions established for hand luggage and have dimensions not exceeding 135 cm in the sum of three dimensions. 6. Transportation of animals

  • arthropods;
  • fish and fish seed, as well as other marine and river animals requiring transportation in water;
  • animals and birds that are not indoor tamed;
  • sick and experimental animals;
  • animals weighing more than 50 kg together with the container.

7. Transportation of passengers in a wheelchair

Passengers in a wheelchair are accepted for carriage without charge. An oversized wheelchair powered by batteries and weighing more than 32 kg is transported in agreement with the airline no later than 36 hours before the scheduled departure time of the flight. Prior agreement with the airline is required no later than 36 hours before the flight departure time.

8. Carriage of small personal mobility aids powered by lithium batteries

These funds include:

  • unicycle,
  • segways (mini-segways),
  • hoverboards,

Transportation of such vehicles is possible only as checked baggage, provided that there is no lithium battery in the small-sized vehicle. 9. Rules for the transport of portable electronic smoking devices

1) Spare batteries must be individually protected against short circuits (by placement in the original sales packaging or by some other terminal insulation method);

2) Each battery must not exceed the following parameters:

a) in lithium metal batteries, the lithium content is 2 g;

10. Baggage search

Rossiya Airlines strives to avoid situations with untimely delivery of luggage and does its best to return your luggage as soon as possible. If your baggage has not arrived, you must immediately contact a baggage tracing officer before leaving the arrivals area to fill required documents. Upon arrival of your luggage at the airport of destination, we will contact you and arrange its delivery.

The search for lost baggage is carried out within 21 days from the date of receipt of the application from the passenger. If after 21 days the baggage is not found, the passenger may submit a written claim to the carrier. The decision on monetary compensation and its amount is made based on the provisions contained in the Air Code of the Russian Federation, the Warsaw Convention and the airline's regulatory documents.

From November 5, 2017, new rules for the carriage of baggage began to operate for all airlines of the Russian Federation. The maximum and minimum weight of baggage that the carrier can carry is now set. Plus, under the influence of sanctions and counter-sanctions, customs legislation has also changed. Rules

The main normative act (“General Rules air transportation”), which previously determined the requirements for the activities of airlines, was notable for rather inaccurate provisions. Some air carriers set rather strict standards, while others made indulgences. But on October 5, 2017, the Federal Law On Amendments to the Main Document was prepared (on November 5 it entered into force).

The law establishes the following types of tariffs for carriers:

  1. Returnable with luggage space.
  2. Non-refundable with baggage allowance.
  3. Non-refundable without free baggage allowance.

Luggage is understood as bags, boxes, suitcases, which the passenger checks in for storage in the luggage space, having previously weighed it during check-in.

So, the law establishes that the maximum weight of one piece of luggage is 30 kg (previously, a piece of luggage could weigh no more than 32 kg.). But this rate may vary depending on what tariff was ticket purchased. Let's say business class doesn't have the same restrictions as economy class.

According to the previous rules, each carrier could establish its own baggage rules. Now uniform standards have been introduced for all airlines in our country (with the exception of the Pobeda low-cost airline). In doing so, please note that provisions of the law apply only to Russian companies! Foreign organizations operate within the framework of the laws of their state.

It is allowed to divide all baggage by weight:

  • Up to 10 kg (free).

Moreover, the weight threshold at which baggage transportation is free of charge is valid for all campaigns (previously, each company independently set this rate). So the carrier is obliged to provide you with a compartment designed for 10 kg, even if your luggage weighs less. However, this is the minimum allowable weight: the air carrier itself can increase the upper limit in the tariff.

  • 10-30 kg.

In this case, the airline independently determines some of the nuances: you should first familiarize yourself with the weight of baggage allowed according to the selected flight fare. The upper limit can also be set independently (for example, 20, 22, etc., but not exceeding 30 kg).

  • More than 30 kg.

All suitcases and bags exceeding 30 kg and the established dimensions are recognized as heavy cargo. You will also have to pay extra for extra pounds, but at special rates designed for heavy loads. The price is also set by the company.

The new rules retain the right to combine the things of two or more passengers into one piece of baggage (to do this, you need to put all things in one suitcase or box). It also should not be more than 30 kg.

Liquids

It became obvious that the rules for carrying luggage on an airplane need to be reviewed and changed - and, above all, it is necessary to establish by law how many kilograms of luggage a citizen can take with him on board an air transport.

After fierce discussions, legislators came to the following.

    Airlines are required to allow holders of non-refundable tickets to carry on the plane for free at least 5 kg of hand luggage plus items that appear on the list from the Order of the Ministry of Transport of Russia No. 82 dated 06/28/2007. These things include, say, cell phones, umbrellas, baby cradles, crutches.

    According to the new rules, airlines can set the price of baggage on an airplane in 2017 on their own - just like the weight limits for transportation. This actually means that about 10 free kilograms for passengers with non-refundable tickets should be forgotten. It is unlikely that carriers will miss the opportunity to make money on suitcases - the abolition of free baggage on airplanes can be considered a fait accompli.

    Refundable ticket holders need not worry - the new rules do not affect them in any way.

Refundable vs non-refundable tickets: what's the difference?

Air tickets began to be classified into returnable and non-refundable in 2014. Non-refundable tickets can only be returned if there is a good reason - for example, if one of the relatives has died - or if, due to the fault of the carrier, the plane did not take off on time. At the same time, the citizen must indicate the desire to return the ticket before the boarding of the flight is completed - this is stated in article 108 of the Air Code.

A return ticket can be returned without a good reason - moreover, a citizen does not have to report the reason. According to Art. 107 of the Air Code, the airline returns 75% of the ticket price to the citizen - the "quarter" is collected as a penalty.

Refundable tickets cost an average of 20% more than non-refundable ones!

When will the amendments take effect and how much will I have to pay for luggage?

The Airline Baggage Act of 2017 will take effect 60 days after its official publication, i.e. from mid-autumn 2017. The Russians still have the opportunity to fly on vacation to warmer climes “according to the old rules” - counting on 10 kg of luggage free of charge.

After the entry into force of the law, passengers with non-refundable tickets will have to pay approximately 2,000 rubles for a suitcase weighing up to 23 kg. The exact cost of baggage transportation will be set by carriers privately. Cashiers are obligated to tell the citizen the price when selling a ticket - so that when checking in luggage, the passenger does not have to face an unpleasant surprise.

Will tickets get cheaper?

Low-cost airlines, defending their right to independently set the cost of transporting luggage, nodded to foreign countries - they say, "over the hill" the state does not get into the aviation business at all and does the right thing. At the same time, lobbyists kept silent about the following: in the countries of civilized Europe, air transport services are much cheaper. A ticket can be purchased for 10 euros - and this is only 700 rubles for a second.

Now ordinary citizens, trying to find at least some benefit for themselves from controversial legislative initiatives, ask noteworthy question: will air transport in Russia become more accessible? Both legislators and airlines prefer to dodge this issue so far - but tourism experts are actively speaking out. For example, A. Sizintsev, director of the Biletix service, claims that citizens flying without luggage will really be able to save money - there are only a few such passengers! Who would refuse the opportunity to take a change of clothes and clean linen with them on a trip?

Experts are unanimous in their opinion that the majority of citizens using air transport services, from amending the aviation legislation of the Russian Federation suffer financially.

Can you carry alcohol on a plane under the new rules?

The rules for transporting alcohol in the baggage of an aircraft in 2017 have not changed dramatically - the rules depend on where you are flying. Weak alcohol (with an alcohol content of up to 24%) can be taken on board in unlimited quantities. The maximum norm of strong drinks (over 24%) per citizen is 5 liters.

In the case of a flight abroad, the rules corresponding to the legislation of the country where the aircraft is to land apply. As a rule, it is permissible to take 1 liter of strong alcohol (like vodka) or 2 liters of wine on board.

If the plane is heading to an Arab country where people profess Islam, you will not be able to carry alcohol with you.

For those who like to travel, the news about carrying luggage on an airplane is, alas, disappointing - soon, in order to meet the budget, they will have to fly light. Even if Valentina Matvienko assures citizens that she will strictly monitor compliance with the baggage rules in 2017 on the planes of Aeroflot and other carriers, so that they do not commit arbitrariness, experts are sure that a general increase in prices for airline services cannot be avoided.

At the end of last year, President Putin signed a law amending the General Rules for the Air Transportation of Passengers, Baggage, Cargo and Requirements for Servicing Passengers, Consignors, and Consignees. In accordance with this legislation, Russian air carriers introduced uniform rules for carrying baggage on an airplane with the only exception - a subsidiary of Aeroflot. Airline baggage rules in 2018

In accordance with the law adopted in November, the new baggage allowance is allowed for 1 piece of a bag or a suitcase weighing up to 30 kg. You can do less, but you can't do more. Each passenger must check in individual baggage.

The allowable weight of things will depend on your ticket category: economy, business or 1st class. The higher the class, the more opportunities there will be in terms of luggage volume.

For a child under the age of 2 years, it is possible to check in separate baggage. The weight of the bag must not exceed 10 kg.

There is no universally accepted global standard for all air carriers. You need to take into account the rules of the state where you are going. For example, when flying to Dubai, objects are prohibited for transportation, as well as literary publications of a religious orientation other than Islam. It is also worth taking into account the restrictions of each carrier separately.

Excess baggage

Excess baggage is anything that weighs more than what is allowed for your ticket category.

For example, if you bought an economy class ticket, then you can carry baggage weighing up to 23 kg on it. When exceeding allowable weight you will be required to pay extra for baggage, however, a number of airlines allow a slight excess of weight without additional lats.

If you immediately know that your baggage will be overweight, then check with the carrier how much you will have to pay extra.

Baggage over 30 kg - heavy baggage

According to the new rules for carrying baggage on an airplane, weight over 30 kg is equated to the heavy category. Prior to this, the maximum weight was up to 32 kg.

For such goods, you will need to pay extra for each extra kilogram. There are no uniform tariffs, each individual carrier determines the cost of the additional payment independently.

In addition to excess weight, the following items may also exceed the dimensions by the sum of 3 measurements:

· skiing, other large sports equipment;

musical instruments - guitar, double bass, etc.;

household appliances - refrigerator.

For the transportation of such goods, it is necessary to agree in advance with the carrier. Before the flight, get in touch with the support service. Arrive at the airport early on the day of departure, as special cargo check-in takes longer.

A number of airlines allow you to carry ski equipment in winter or diving boards in summer at no extra charge.

The carrier has every right to refuse to transport oversized cargo if cargo compartments are small or there is not enough space left.

Baggage free ticket

Some carriers offer baggage free travel. In accordance with it, a passenger can only fly with hand luggage. This service has its pros and cons. The advantage is the low price of the flight. Minus - non-refundable tickets.

Consolidated baggage

For couples, colleagues and friends, there is a luggage consolidation service. In this case, it is possible to put all things in 1 suitcase, and it will be listed as 1 piece of luggage.

Weight requirements are the same - no more than 30 kg. It is forbidden to combine baggage if it exceeds the weight limit.

Fragile luggage

Carrying glassware, electronics and decor with them on board, many passengers are worried about the safety of things, as suitcases are often treated carelessly at airports, throwing them into the general pile.

In such situations, you have the option of checking in your baggage as “fragile”. Why do you need to provide information at the check-in of things, and then your suitcase will not be launched along a common tape - it will be taken to the luggage compartment.

Making fragile luggage does not ensure the safety of your belongings.

Fragile items that meet the parameters of hand luggage are recommended to be taken with you to the cabin. The only condition is that things should not contain liquid. Cans of jams and pickles will need to be discarded and handed over to the luggage compartment.

Hand luggage: 2018 regulations

How much luggage weight is allowed by airlines? Changes to the law on air travel that came into force in November 2017 limit the minimum weight of hand luggage. Before that, it was allowed to carry at least 10 kg for non-refundable / refundable tickets for free, now - from 5 kg.

Most airlines allow you to carry a suitcase weighing 10 kg on the plane. For transportation in the luggage compartment it was necessary to pay separately.

The new law assumes that the carrier is obliged to take on board from 5 kg, but there is the possibility of increasing the weight. For example, such companies as S7, UTair and Aeroflot said that they intended to leave 10 kg as the norm.

The Aeroflot website currently has the following rules:

For hand luggage, there are restrictions on the parameters - height up to 55 cm, width up to 40 cm, thickness up to 20 cm. checking whether the luggage meets the requirements.

In addition, certain changes have been made to the list of free items to carry on board in addition to carry-on baggage.

What things are allowed to be taken into the cabin without checking in as hand luggage

According to the old rules, it was allowed to take the following things to the salon for free without weighing, tagging and registration:

· costume;

· laptop;

· camcorder;

· camera;

· mobile phone;

· baby food for the duration of the flight in an unrestricted flight;

Carrying for a child (folding cradle / folding stroller);

books, magazines, newspapers;

outerwear;

· ladies handbag;

· briefcase;

folder with papers/documents;

· cane;

· crutches;

· bouquet of flowers.

Now an umbrella, a laptop and a phone have been excluded from here. The Ministry of Transport explained these changes as an opportunity to put these items in a bag.

In addition, a backpack has been added to the list of things allowed for free transportation. The Pobeda airline confirmed the information that they will be allowed to carry backpacks if their size fits into the standards in force in this company.

For Pobeda, the restrictions on hand luggage are as follows - 36 × 30 × 27, and minimum price tickets start from 500 rubles.

Things that are allowed in hand luggage and with you

You can optionally keep some items with you or in your hand luggage:

Cylinders containing carbon dioxide (used to activate artificial limbs);

tools for repairing glasses, including a screwdriver less than 50 mm long;

lighter / safety matches (only with you);

a pacemaker

· other pharmaceutical devices, including on radioactive isotopes, with lithium batteries. You can keep it exclusively to yourself;

a robot toy

Razors, including disposable ones;

eyelash curlers;

nitroglycerin tablets/spray for treatment;

oxygen cylinders for medical purposes;

Diabetic injection needles/special medicines.

Actions on loss

No one is immune from the loss of things during the flight. Items disappear when loaded/shipped in luggage compartment, they are randomly sent on the wrong flight.

In case of missing items, follow these instructions:

Make sure you have your luggage receipt on hand;

· Apply with a leaflet to the department of search for missing things;

· Submit an application.

Within 3 weeks, the carrier must find the items and return them to you. The parcel is sent to your home for free, you are not required to go anywhere and pay for something.

If you return damaged baggage or its absence after 3 weeks, you can contact the carrier for damages.

If the carrier refused to compensate for the damage caused, then you have the right to demand a reasoned written refusal and go to court with it.

The Montreal Convention enshrined an international agreement that provides the maximum possible compensation for the loss of a bag - 1131 SDR (artificial reserve and means of payment issued by the International Monetary Fund). This is equivalent to about $1500.

In fact, the final amount of compensation will depend on the specific company. Foreign carriers compensate on average $20/kg. The largest foreign companies may pay a large amount in accordance with their internal rules. Russian carriers pay approximately $600 each.

If you have lost your luggage in international flight, then you must apply for a search no later than a week after the date of receipt of the items.

On domestic flights, you can file a claim within 6 months from the date of loss.

A description of the lost luggage is required to receive the normal compensation. If you have receipts for lost items, you can attach them to your application. In this case, you will be able to claim full or partial compensation for the damage.
